Detailed Instructions to Register Yourself:
A.  Customers who don't have an existing account (Personal, Business or Premier) -
      Go to PayPal and set up an account following the instructions on their site.
      (Premier merchants must generate $3,000 or more monthly to qualify for special rates).

B.   Customers who already have one of the above accounts -

Granting Third-Party Permissions:
 
Currently there are over 25 APIs supported through this service, such as GetBalance, Transaction Search and Transaction Details, Refund API, Direct Credit Card APIs (Auth, Capture, Void), Express Checkout APIs, and Mass Pay API. Some of the ways that you could use this service include:
  Allow me access to your transaction history so that I can deliver comprehensive business
    intelligence reports about your business.
  Allow me to execute refunds on your behalf so that PayPal refunds fit seamlessly into your customer
    support application for merchants.

The following instructions explain how to grant third-party permissions -
1. Log in to your PayPal account.
2. Select My Account - Profile.
3. Click API Access from the Profile Summary.
4. Click Grant API Permission.

If you have not granted permissions before:
1. The Add New Third-Party Permissions page appears.
2. Enter the Partner API username specified by your shopping cart or third party as the Third-Party
    Permission Username.
3. Click Lookup. The Partner API user name is verified and the list of permissions appears.
4. Select the permissions required by your shopping cart or third party; then click Add. The Manage
    Third Party Access page appears.
5. After you’ve successfully granted permissions, you can choose to “Edit Third Party”, “View Third
    Party” or “Remove Third Party” from the Manage Third Party Access page.
6. To change permissions, click Edit Third Party on Manage Third Party Access page. The Edit Third
    Party Permissions page appears.
7. To view existing permissions, click View Third Party from the drop down options on the Manage Third
    Party Access page. The View Third Party page appears.
8. To add a new third-party, click Add New Third Party button on the Manage Third Party Access page.
    The Add New Third Party Permissions page appears, as described in step 1. Follow steps 1 
    through 4 to add a new third-party.
